Abstract

In recent years, distance learning has become the main mode of instruction in the Public Administration program at the University of Iceland. The aim of this study was to examine how students experience this form of study and which aspects of course and teaching design have the greatest impact on their experience. The research question was: What is the student experience in the distance-learning program in Public Administration, and which factors in the structure of study and teaching shape that experience, with the aim of maximizing the quality of the program and meeting the needs of distance students?

Both quantitative and qualitative data were used. An online survey was sent to all students who took 18 courses in the program during the years 2022–2024. A total of 237 students participated, including 200 who were enrolled in the Public Administration program. Responses were analyzed using descriptive statistics and thematic analysis of open-ended responses.

The main findings show that flexibility is the key factor in a positive learning experience. Students are highly satisfied with being able to complete their studies entirely online (average rating 5.9 out of 6.0), and 70% chose 100% distance learning with no on-site sessions.

Recorded lecture, especially pre-recorded ones with good audio quality, are considered the most effective teaching method, whereas live online sessions without recordings are viewed as the least effective. Individual assignments and take-home exams are the most popular forms of assessment, while traditional on-site exams are completely rejected. Online meetings, however, are seen as important social connection points, provided that attendance is optional rather than mandatory.

The study clearly demonstrates that distance students are not seeking a replication of on-campus teaching, but rather a learning model grounded in flexibility, accessibility, and professional guidance. The results provide a valuable foundation for shaping policy and improvements in distance education at the university level.
