A broad scholarly consensus holds that inclusive education should be seen as a set of principles that societies must uphold if they are committed to human rights and equity. Achieving inclusion depends on policy coherence, collaboration structures, and support for practitioners both inside and outside schools. Informed by analyses of Iceland’s 2021 ‘Well-being Act’ and guided by a cultural-historical approach, this study explores school-based interprofessional ‘solution teams’, established to realise the law’s goals. These teams support educators in promoting inclusion, provide timely interventions to prevent social exclusion, and strengthen resources. The involvement of extended educators as official members of the solution teams is crucial; their expertise in social and emotional learning, prevention, and belonging is vital to fostering inclusive practices across settings. The research draws on various types of data collected in a diverse neighbourhood in Iceland’s capital area. Data include interviews with municipal leaders at the centralised administrative level and leaders in youth work and after-school; observations of solution team meetings and analyses of policy documents guiding the implementation process. The findings show that working relationally within solution teams creates conditions for developing common knowledge at the boundaries between formal and extended education. They also highlight the importance of political and legislative commitment to the shared responsibility of schools and extended education, to safeguard children's and youth's wellbeing.
